Super common in big network agencies (WPP, Omnicom, etc) make sure you campaign early on as the transfers usually take a while (even when no visas needed).
Make sure you tell your direct boss you’re interested first. HR don’t do much, they mostly do the paperwork once everything is approved.
Try to find out if you have a global creative resource manager. They’re connected to every offices and will know if they’re in need of an AD in the city/country you want.
Cause yeah.. you need the sister office to need your position to move.

I guess you would talk to your managers and maybe that office’s HR team? I don’t think you’d be interpreted as wanting to leave if you still want to be at that agency. I’ve had people in my office switch to a different office (LA to NY) and it was completely fine.
Talk to your manager and HR about openings. This is fairly common but shifts tend to be only allowed when there is a need for your talent at the location you're moving to. Typically a move like this means you'll likely be reassigned to work more with the local brands and teams.
