What salary can I expect from IBM for 7YOE into frontend??

Hi All, I was offered a role with Aecoms San Francisco office working with an energy client for a midlevel associate environmental planner. I wanted to gauge what is a general salary that ones been offered on this team. I felt lowballed at $79k/annual, initially offered 74k. This is given that I had 1.5 years in land use planning and a recent masters graduate in urban planning.

What are your thoughts on pay discrepancies based on family structure? Ex. Two people do the same job but one is paid more or given a larger bonus “because they have kids and you live alone” or “because their family is struggling”. I hold an offer of 18LPA from KPMG with joining date of 7th September. (Wfh)
I applied at Workday on 15th May and went through 7 technical rounds of interview and received a verbal offer letter of 21LPA (hybrid)
Now apparently their technical panel "forgot" about the interview and wants to have a discussion again as 8th technical interview. HR says their joining date will be 19th September.

Is it common to negotiate software engineer salary at smaller companies? I know it’s common at FAANG, but what about for companies with around 200 engineers?
