You can be a character reference for someone even if you haven't worked with them. You could write a letter of recommendation they could show to potential employers. And you can help them network and perhaps find an opening.

You don't have to fake the reference. If you haven't worked with your friend, there's no need to lie about it. You can still give them a leg up by talking about who they are as a person and all the qualities that would make them a great future employee.
