OP I would honestly love to know the answer to this as well. What gets me is that they reach out to ME with a job opportunity and then they ghost me. Why even reach out to begin with? Doesn't that just seem like a giant waste of time for everyone involved.
I know there are reports coming out that 4 out of ten recruiters & hr departments are posting for jobs that are not available to make the organization look like they're growing
Until we make it unethical and illegal to post for fictitious. Jobs, this is gonna keep happening because it makes their department, and these individuals look like they're making progress when in turn, they're just trashing the environment for all worthy candidates!

I once got a rejection email so long after the fact that I didn't realize at first what they were talking about. It just seems to me that it's an employer's market, and the hiring managers just don't feel much obligation to be professional or even courteous. It's a sorry situation.
Yes, and I'm sure somewhere in their mission statement, they pontificate about communication and customer service. Practice! what you Preach!
