Always apply. The experience requirements on job listings are wish lists, not hard rules. Most companies will interview someone with 3 years of experience for a role that "requires" 5 if the rest of the resume is strong. The worst they can do is not call you. If they do, you're out the 10 minutes it took to submit the app. Not the end of the world.
I agree with this. My thought is the worst that’ll happen is that you don’t get the position or raise or whatever but at best you do! I’ve had multiple instances where I applied to positions that were out of my scope per the requirements and ended up getting the positions and grew along the way. It can be challenging sometimes but other times it’s very rewarding.
Of course I'd apply. I heard a recruiter once talking pretty frankly about this, and his take was that if you're in the ballpark when it comes to the qualifications listed you should apply. You don't want to be spam applying to any and all jobs if you're utterly unqualified. You should be aware, however, that a lot of job postings are wish lists, and no one expects anyone to possess every requirement listed.
I still apply if I’m within shouting distance of the requirements and can show I’ve done the work at that level. Years are often a proxy, not a hard rule. I just make sure my resume screams impact and leadership.
