Solitude and Brighton are the cheapest for lessons. Lots of blue runs, as well. Deer Valley has a nice assortment of blues, but I imagine lessons are expensive.
Avoid Snowbird until you’ve got some more experience.
Snowbasin has a great learn to ski program. I did snowboarding lessons there too.
Get some reps in at solitude/Brighton while you are learning. Snowbird/park city/Alta will be better once you get more experience.
Deer Valley has forgivable terrain and it looks like they do a lot of lessons. Might be pricey though
This is not the best place for the price alone.
Alta is very skier friendly and may not be as bad on your wallet as areas around park city.
But jeez the commute up Little Cottonwood sucks.

For the price, you may want to also consider Woodward.
One girlfriend of mine took lessons at both Solitude and Brighton- she preferred Brighton.
Another took lessons at Snowbird, and skis better than my other. Not sure if that’s due to the lessons or grit, but an observation.

Snow Basin all the way. Will take you less time to get there and parking isn’t bad, plus it’s free. Plus, if you are going to live in Utah, you may as well enjoy winters. You can ski for a long time and it is a ton of fun!
