Why are there so many incidents like this here? What would you do to get all these pets into good homes?

Sadly, their hands are tied unless there is blatant observer abuse.
What makes you think this is common?
Following way too many rescue groups. It’s clear the shelters season, so dogs are being given away for free and with minimal review, and it doesn’t end well for many of them 😔. Alternative is euthanasia for space.
Sorry to say that DAS is very poorly run and has been for years. One of the best solutions to get animals into good homes ( beyond excellent adoption counselors, strict adopter screening and adoption follow up/check-ins) is transporting to locations that are not overflowing with animals.
Would totally agree with you if not for the fact almost every metro is overflowing with shelter dogs and euthanizing for space now :(. I know BCG did that stray dog case a while back with Dallas local government — wish they had actioned on any of that, but sounds like they decided it was too expensive.
