Why do some companies bypass the initial HR screen and go straight to a hiring manager interview? Is this good or bad, or just depends on company policy?

Is building a personal website using Wordpress a good way to stand out as a PM candidate (junior) or is it better to code it from scratch? - I have some coding knowledge but mostly concerned if hiring managers would care.

I am unable to manage my work and GMAT preparation. I work in IT Risk Advisory and the work culture (India 🙄) and hours are crazy (10-12 hours avg). I am behind my targets as per my study plan (targeting ~750) - can only manage to get in 1-2.5 hours of prep daily/alternate days, I try to study on weekends but it's difficult as I am burnt out from the work. Please help! I’m a CRC who manages Investigator- led clinical research projects and I want to transition to a PM role in industry (I would slightly prefer not a PM role in clinical trials since I don’t have clinical trial experience.) I’ve applied to PM roles at many biotech companies (e.g. Charles River, ICON, Paraxel) but only got 1 interview which didn’t work out. Which companies should I look to for an entry level PM role? Any good startups to consider? Anyone have any insight or advice?

I accepted a $115K base salary, 13% bonus, 10k sign on bonus (scientist supervisor) job and two weeks later, got a $135K base, 17% bonus, and 15K sign on bonus (Senior scientist role) offer from another company. Should I accept the new offer ? How do I tell the previous company about this? Also, I’ve already negotiated with the first company and the $115K base is the negotiated salary.
