Call center
Call center/customer service, AR/AP (hourly roles) and distribution. I would imagine food service and retail would be beasts. I say this because typically these roles require minimal previous experience/knowledge and can be easily trained. In my experience, majority of the roles are younger in their career and/or because they can easily get a job somewhere else, they just don't care. It's always drama, juvenile behavior and like you said a lot of employee relations. There's also temp/seasonal workers that float in and out. Usually the supervisors of these teams were promoted/grown up in that environment and sometimes are unable to best manage their team's behavior (to be fair, it's near impossible anyways).
