No, you're not overreacting. It's not that your expectations are too high, it's that recruiters' behavior isn't meeting normal expectations.
That said, only contact their supervisor if you don't care whether you get the job.
Another option may be to email the recruiter to add some relevant information about your qualifications for the job, noting that it seemed that their schedule just didn't allow for a full interview, and see if they respond.
You could contact them but you will likely not get the job either way if you decide to do it.
Speaking only for myself, I would not go over this person's head. Chances are it would offend the recruiter (who does have some pull there) and the supervisor may be turned off just from the fact that I did go over the recruiter's head. They may see me as a complainer, and I don't want to burn any bridges.
I think the last paragraph from Human Resources Director 1 is how I would handle it. But, at the end of the day, your final decision is what you think is best and that is all you can expect of yourself.
