Generally in life, always go for the better story. The rest shakes out just fine. Dont be short-termist, go for the best stories in the long arc of your career. Good luck.
No, you'd be better off getting the promotion and then trying to enter as an experienced hire; unless you're firmly committed to prestige hunting.
At the very least, try to get at least a second year associate title vs going all the way back to undergrad.

You either take the offer now with a reset in tenure (maybe you get a few months tenure but if wouldn’t be much) or you wait until post promotion and do a few years post-promotion and try to get an offer at the post mba level. Going from tier 2 to MBB, you will never match tenure.

If your goal is making Partner fast, you’ll still be able to make it faster here (~7 years) even if you start from entry undergrad level.
If your goal is to exit, you’ll have better exit ops.
Either way, entering as a BA will give a lot more flexibility and runway vs entering as an ASC. It’s pretty much a no-brainer.
