Depends on the relationship on both sides. I’ve made intros to hiring managers to a good friend or acquaintance. But I’ve always used a double opt in approach. If I’m willing to talk the hiring manager and sell my friend, then I’m also willing to ask them directly if a can introduce them.
If it's someone I want to refer, I would reach out to the hiring manager and ask if the person could contact them. I'd be wary of just giving out the information if it might be unwelcome. I'd also be wary of giving that information to someone unless I had some confidence that they were qualified for the position.
I wouldn't unless I had cleared it with the hiring manager first. "Hey, I know someone I think would be great for this role - do you mind if I give them your info to discuss it?" If they say yes, great, if not, tell them to go through the normal channels. If my goal is to help the person out, the last thing I want to do is get them off on the wrong foot with the HM by giving out their contact info without talking it over first.
I would only do it if I had permission from said hiring manager. If you ask and they say it is okay, then I say go for it. Just make sure that is okay with them first.
