I have a new Chinese student who is terrified to speak, but she does very well in writing. She's been in US schools for over a year. Is this just the silent period?

Is it worth it to teach ESL students terms like nouns and verbs when they need to learn to speak for communication and just gain vocabulary?
We have ESL students who speak languages like Mongolian that no one in our school speaks and can translate. How do I communicate with parents? How do I get them to feel more welcome/comfortable?
