Yes, I use it to assess all new students who need to be tested if they qualify for ESL services. Once you get the process down, it works fairly well. Typically, the person giving the assessment needs to score the speaking and writing on his/her own.
Pretty much what TMS1 said. It depends on your district though. I used it earlier in the year, but our district had purchased a certain package that included the program/company grading the tests. The turn around for the grades weren't that long, about a week or so. The test itself didn't take that long for students to complete, if they were actually trying. We were able to exit some students.
It is not difficult to use, but you need to be trained. The speaking portion is an interview between the tester and the student and you must score it against a rubric. It takes 10 to 15 minutes. If you have a large group of students to test, this is the most difficult part to schedule. The other three portions of the test can be given in a group session. The writing must be scored against a rubric by the tester. I have found that the results of the test match what I see in class, so it’s a nice way to place students in the appropriate level. There is also an online version in case you can’t meet with the student in person.
