It’s simple, has your bill rate increased 30-50%? If not then how can they give you a promotion. Three years, they should be billing you higher as you have much more published thought leadership right? How’s your publishing on LinkedIn?
I don't subscribe to there being a right time. If you're enjoying your work, getting good performance reviews and have a open communication with your supervisor, then don't ruin a good thing. Promotions will come, and when you're ready you can have that convo with management to get you to the next level.
You absolutely should be having ongoing discussions with leadership about career development
No one else is going to push for your promotion as hard as you. I was in the same zone as you. It kept going till 6 years on the same level and then i got laid off. Please understand im not trying to scare you. I would like you to understand that there can be consequences of being active or passive both. I would suggest pushing hard for your promotion and also start looking elsewhere to understand what you are really worth and what the market is like right now. It will give you a good perspective.
Also one of my mentors gave me an advice in consulting that i think can be applicable. Crying baby gets more milk. If you dont cry/push/make a case hard enough, you wont get that milk/promo/raise.
