She definitely needs to negotiate. I am of the opinion that if they revoke the job offer because she negotiated, it probably wasn't going to be a good place to work anyway. But most jobs anticipate the prospective employee to negotiate at least once.

I agree with you as well, we need to negotiate always because we never know. A recruiter told me once, that she always waits for people to negotiate because she has a way to give it more, but she needs to wait for the person to ask. So, I always ask. You already have the "no" by not asking, so you wont lose anything.

You don't get what you deserve, you get what you negotiate. At one time I negotiated a salary that was high enough that over my time there 3 different managers (unprofessionaly) called me into their offices and wanted to know why I made more than them.
If she's just worried about the timing, I would still give the negotiations a try. If she's worried about spooking the employer for any reason, I guess there's more to consider.

Did she know the pay rate/salary before applying? Did she agree to the pay as she was interviewing? If so then she knew what to expect from the beginning and I would not recommend negotiating. Typically this is asked at the beginning and established when there are hard numbers and little to no room for negotiation is available. With that being said if she was given a range and offered the lower end I would recommend attempting to negotiate towards the middle and provide reasons to why she believes this. Some things to consider though and I'm unsure of from reading your post however if unemployed maybe she doesn't want to risk it and needs the money or maybe she's just unhappy in her current role she would rather cut her losses.

Personally, I wouldn't risk negotiating. You know how bad the job market is right now, and that means a lot of unemployed people who are willing to take a big pay cut. The job could easily decide that she's not worth it if she tries to negotiate and just move on to the next candidate.

She needs to negotiate. Who cares how long the process was? What's an extra week or two of negotiating before signing the offer? I highly doubt they're going to pull it because she asks for most money. Negotiating isn't some offensive taboo, it's expected.

ALWAYS negotiate. ALWAYS. Just tell her to come in and say - I'm noticing a lot of responsibility, and since wages are tied to responsibility, wanted to see what flexibility there is in the salary. They actually expect everyone to negotiate. Just saying it in a matter of fact, curious way makes sense.
