I think it depends on how good the barber is. For a good barber who can do a great fade, a natural side part, etc - I tip up to $10 on a cut that is $30. Especially if I'm going to be going there regularly.
Personally, I would never pay for my hair to be shampooed & conditioned - but I go to barbershops, and not salons.
