Consider looking into a transfer or detail to FERC, specifically at the energy markets section of OGC. That would be a good springboard into the energy/power markets regulatory space. Put in a couple years there then transition to a firm doing energy regulatory & renewable project finance work.

DOE Enforcement is definitely niche, but that sounds like awesome and valuable experience that would translate to many other energy roles. No clue by what you mean "lit/project finance"... As a project finance attorney, if I'm working with a litigator, it's usually because something has gone terribly wrong.
Knowledge of the industry will always translate because energy has such a long learning curve. But the practice specifics are so different that I don't think DOE enforcement experience will be helpful to getting your foot in the door in transactional project finance. M&A, deal work, or even real estate (a la project development) would all serve you much better to get where it seems like you're trying to go.
