Removing the stains is very difficult from hardwood if you want to refinish them. I bought a home from an investor like this, way below market value. Had to replace about 1/8 of the subfloor, sealed the minor areas with killz primer, ozone generator will kill the smell once the source of the smell is dealt with, painted all walls and trim. Subfloor wasn’t perfect, so we put down a thick pad, cheap carpet. Did a few other updates. Made 220k after completion. Cost wasn’t terrible, mostly labor. I hired a retired handy man at $20hr for most of it. It smelled awful when I first walked in, afterward the smell never returned.

If the urine saturated the subfloor, then replacing is the only option to truly rid the smell.
Replace it that’s fun and easy ?
Vinegar
Yes to white vinegar but test your floors first
Otherwise research enzymatic cleaners - there are quite a few that are great
Baking soda is your other option- Arm & Hammer has a bunch of options for pet odor
