Got a job offer from small consulting firm (<200 people) and they are ready to file my GC from day1. About to resign in next couple of weeks once I receive my h1 approval.
But Deloitte sent a notification that they are restarting Perm process. Currently with Deloitte - nothing has been filed. They have the JD and all the documents from my side but haven’t filed pwd yet. Stay or move out .?

When switching to a new company, does Deloitte cancels the employee's already approved i-140 or do they leave it as it is and the new company can simply restart the i-140 process?

How do for do about looking for positions that sponsor your visa? I'm in the defense sector and have previously healthcare and financial services experience. Should I ask my new job to file the transfer without premium processing in the hopes that the new DOL wage rule gets struck down by the time my transfer is processed?
