It's a great program if you are given the resources and the time needed. When it's just tossed out without any support, it may help some students but generally it'll be a big headache or become a dumping ground for disciplinary students.
I've taught it before and had wildly successful groups and really terrible, pointless years. Essentially, the program really must be followed to fidelity. If kids stay in it more than two years, it just becomes a dumping ground for behavioral issues. If used appropriately as an intervention, it can do wonders.
I was really very successful with the program in my two years of implementation. I had 9th graders who had been in it for 2 years prior. I agree with the fidelity comments but know it's more about the spirit of the program than the letter. The biggest struggle I faced was getting my administration to be in board with having high expectations for my low achieving students (btw most met the expectations with great amounts of support). The newest version of the program offers a lot better readings and personalized learning compared to previous editions.
