Anyone gone through the process of asking the city to abandon/sell an easement or undeveloped street?

My lot backs up to an old utility easement and an undeveloped street. My new neighbor across the gap decided they wanted to claim the whole 1600 sqft of land between their lot and mine. They didn't buy it, they just assumed if they fenced it off they could have it but they're using my back fence as one of the fence walls without my permission. Plan to just buy the land to avoid this headache.
