If it's for a electrical pole typically that is property of Centerpoint, Entergy, or whichever electrical utility owns the pole. The easement is to be maintained by the corporate entity that owns the pole.

If the easement is really no longer in use there’s a process for you to get the city to abandon it. You’ll get 1/2 and the neighbor behind you gets the other half. Would probably need to get all your neighbors involved
