Because it’s a volume based business and doesn’t require much thought. The bread and butter has a process for extracting max value from insurance co. There are the few cases here are there that are bigger but those are usually referred to others with specific experience litigating such cases the they get part of the settlement. So they just need to ensure the machine is well oiled and running but don’t need to “bill” to cases.
Prob most of IP law firm owners where they have a bunch of staff attorneys and paras handle each 600 cases

Knew a PI firm who’s CEO was like this. Would only occasionally work on the biggest case and let the staff churn the rest of them. Like the other comment, it was mostly volume and the occasional big case to pad the bottom line. Never liked them though, terrible personalities.
Yes seems some lawyers on the Lawyer on the Beach group do that. The owner of the page doesn’t bill because they do flat fees and makes over a million a year. Most of the work she does has been automated since before AI was even a thing, and she has paralegals do the bulk of it. She does no conflict divorces only. Lets her travel the world and be remote and not work many hours a day. Several others in estate planning and other areas use a similar model though not your exact question.
