Standard for top headhunters … at least in Europe. It’s usually because the person in the role will be fired and they don’t know or they will be promoted and the org is not informed.
How far along in the process are you? Ask why they want one, but it’s unusual and strange.
I wouldn't say super common, but if they want to provide you proprietary information as part of the process, it makes sense they want to be able to require you to keep it confidential.
Make them sign one first.
