Well it really depends on what you want. Bay Area offer lot of tech opportunities, better weather, access to beach, desert, mountains in 2-3 hour drive. But super expensive, will have to drive to work, higher taxes etc
NJ/NY is more vibrant, less tech than Bay Area but ample opportunities, more diverse, NYC is NYC, but once you have kid you will want to move to suburbs (assumption), can be a painful commute, weather is harsher but East coast provides better access to Europe and Asia.
So what exactly do you want?

But its better food and indian culture in jersey city
Bay Area has Michelin star Indian restaurants.. now compare that to the garbage food street in journal square- none of those places have a rating of more than 3 out of 5 stars on yelp

I have been thinking a lot about this - which place is better to settle down for a educated Indian. There are lots of perspective here a) comp b) growth potential c) house price - can you afford a reasonable d) immigration (Toronto stands out as I can bring my family there) e) diversity f) racism in public schools g) opportunities for your kids (if you don’t prefer them to migrate anywhere else, and live in same city. I also work for Google and have option to work remotely now.

Yes NJ is lot cheaper than Bay Area with similar salaries! CA taxes on everything including grocery, clothes! Housing is much more expensive you can’t buy a home for less than 1M in Bay Area. Only reason I would move for is the great weather all through the year whereas in NJ you are restricted for 4-5 months of the year due to the annoying cold.
It’s got it’s pros and cons. If a lot of your work has been in pharma or financial services then NJ/NYC metro area is a good fit. Food, culture aspect - both are comparable. CA is definitely $$ but in NJ any good house close to the NY Penn train line is pricey too.
Living in Jersey City and grew up in NYC moving to Bay Area. If you eventually want children I would agree Jersey would be best in terms of buying a house. I think Bay Area has much better Indian culture, Jersey City Indian Street crowd is not the same as the Bay Area, maybe you are looking for a place more like Edison in NJ.
I’m not an expert by any means but Bay Area housing is freaking crazy compared to NJ and NJ. My sister just bought a huge house in Long Island in a great neighborhood with some of the best elementary schools for like 880K and something for less than 1/2 the size but same price you can get in places like Palo Alto.
By crowd I mean that the immigration in Jersey City I’ve seen are more younger crowds of college or grad school students passing by since they go to NYU or whatever. Indian street is also just one street so it’s small you just go to eat quick and shop and leave.
