I’m all for it, but the rules just aren’t really built for in-house counsel, especially if you’re practicing under in house counsel bar admission that prohibits you from having more than one attorney-client relationship...
Sorry about your employer’s attitude. There are lots of pro bono activities that can be done on weekends or during evenings. I have one friend who got so involved in pro bono that he canceled Netflix and Hulu. He told me that he couldn’t believe how much time he was wasting on TV when there was so much important work to be done.
I am on the legal advisory board of my state’s ACLU Foundation.
OP - I have good insights on starting an in-house pro bono program and connect you a number of in-house lawyers that have good pro bono programs. DM if you want to connect to discuss. In-house pro bono is a passion of mine.
Also, if you want inspiration, check out the annual 3M pro bono report. 3M publishes a great annual report of all of their pro bono work.

I volunteer at a local legal clinic for about one three-hour shift per month.
Your outside counsel should be ecstatic to partner with you for pro Bono work, especially limited engagement clinic-type work. SF, for example, has/had a weekly unlawful detainer program that I know Salesforce and other in house departments have done in collaboration with firms (that one is currently suspended while evictions are a no-go). I’d mention it to your outside counsel and see what they can do for you. Or check the local bar association.
Yes - start by asking your firms what they’re doing. Odds are good that they’ll find opportunities to involve your in-house lawyers.
Our legal aid in Iowa has a special project for in house. They provide a lot of support and allow you to take a limited load. I would encourage you to reach out to your local legal aid to see if they have anything similar.
I’ve volunteered with We the Action on an ad hoc basis. In NC attorneys can volunteer on their own time answering questions through the NC Bar Foundation. There are ways, good luck!
