Considering taking a position with a small-cap in the US trying to build their legal department. The title is standard “counsel” although the work would be with the senior leadership team and reporting to the GC in Europe. How reasonable is it to ask for a bump in title - Senior counsel or Head of Legal, US? If it matters, I am a 6th year and have been told that I will be expected to hire a junior or paralegal as we build up.

Title bump is generally an easy ask/give with smaller companies. For your level of experience, I’d push for a better title. Director, Legal; Sr. Counsel; etc. are all fair game, IMO. See what others at the company are titled in adjacent supervisory roles and match your title level to theirs. Use that as a reasoning for justifying the bump.

Unfortunately there are 3-4 legal personnel overseas and the person at my level is also counsel although I would be paid much more because of the local market.
