If it is a strong, personal referral, then yes. Seniority of referrer doesn’t matter much. Having someone who can actually attest to your intellect and work product does.
One data point that is indicative of many other personal experiences and observations: I had just completed my summer internship at BCG and referred a friend finishing her PhD at a non-target school. Absolutely brilliant, dedicated, and had a strong résumé. She had a phone screen within days and an interview several weeks later.
