Making my first job move using a recruiter, is it typical that they are the ones doing the negotiating? Is this standard practice or is it frowned upon to ask to talk to the Company directly to negotiate a higher salary?

I’m currently in the process of being converted from contractor to permanent. In my initial conversations I was under the impression that I was in a different pay grade and asked for a salary 25k higher than the max allotted for my position. Is negotiating offers the norm now? I’ve been at my company awhile and at the time I was hired they said they don’t do negotiations, take it or leave it and they’d offer the next person. I do believe we renegotiate now, however I’m not sure if it’s the rule, the exception, or somewhere in the middle?

My husband just received a job offer on an opportunity he is really excited about. It would be great for his career and they are giving the 15% jump in base he asked for, however they won’t share what the target bonus amount would be. It’s an executive director position, so I would assume it’s a decent target bonus, but without that in writing it could honestly be a gift basket at the end of the year. Is it a red flag for them to not share this? His total comp could be less at this new job…
