If you are doing change testing, yes, you would typically want to see that there was successful testing of the change prior to implementation (UAT/ Developer) which should be approved by the people doing the testing, and then the testing w approvals usually gets attached to the ticket of the change being requested, which should be approved by another different person before the change is migrated into production. Change requestor, tester, approver, and migrator should all be different people if SOD is set up well. CAB approvals like SA1 mentioned are frequently in place at more mature companies- this is an approval process for more high risk changes/requests, but not all companies use this
