Normally considered taboo and disrespectful back in the day—and would say it applies today as well. However, if you have another offer in hand want to see if your employer counters then that would be the time to negotiate.
Latter, negotiate with an outside offer
For a straight promotion, typically no negotiation. If you apply for a promotion (or in general other role) internally, however, you can get some wiggle room to negotiate (I did that at a previous job).
Mentor
You get what you get. If you have an offer in hand for higher, you can attempt to negotiate. If you are in EYP, you'd know based on the recent comp calls, they plan on moving to cohort salaries so even with an offer in hand, it's unlikely for them to get you higher than 250 as a first year SM.
No nego - take it or leave it for promo
