I asked for one for my current role because I was still in process interviewing with another company when I got the offer, and the other company had higher comp in Y1+2 due to their RSU structure.
I agreed to drop out of the other interview loop and sign an offer letter if they gave me a sign-on bonus, and they agreed. It didn't make me completely whole, but closed the gap enough that I was happy with the offer.
I think it's appropriate to ask for a signing-bonus where you're leaving comp on the table either because of a competing offer or forfeiting a bonus in your current role.
Less common, but it depends on the company, too. Finance or big tech is more likely, and I’d ask when I am missing out on a bonus or need something extra to sway the offer in my favor.

Ask, you can frame it as would you prefer to delay the start so I can receive the bonus I’ve earned this year or can you make me whole? Very common this time of year.
Never had a sign in bonus, only 90 day salary raise and Christmas and year end performance bonus
