a lot of landlords here are still pretty old school and will just put up a sign on the window rather than posting on Craigslist. have you tried just walking around neighborhoods you like and scoping for "for rent" signs?
Hotpads is another great resource.

Have you made an application packet? It seriously makes a huge difference.
I have not. And now I’m afraid to ask what an application packet consists of. Are you willing to share the details?
I‘ve lived year three years and changed apartments twice. Packet is nice to have prepped, but wasn’t mandatory. Neighborhoods that are a little less central and a little more off the beaten path (outer Richmond, outer sunset, Bernal heights, etc) will have cheaper rents. Craigslist is king, but the tip about walking around the hoods you like and scanning for signs is also a good one.
