I would start by listing all of your accomplishments/wins at work. You could even organize them into a deck so you have a "promotion presentation" ready to go. Show all the ways you're already doing the promoted role and for how long. I just did something similar when I asked for a raise also without a manager and it went over well. Good luck!!
And make sure these accomplishments are tied to quantified business goals, aligned to company growth objectives, etc.
Try to frame it as … I’m already operating at this level ( or have shown I’m ready to..).
….I’ve evolved from a strong writer to a creative leader…guiding junior talent, concepting across channels, and helping secure two major client wins. I consistently operate at an ACD level… example, example …..
The move to ACD or CD would include things like shifting from executing to conceptual and leadership….;Leading projects and creative teams rather than just contributing as an individual writer. Owning client relationships, creative strategy, and presentation. Mentoring and elevating other junior creatives.

I’d leave. If they’re not seeing your potential go somewhere that will. Uphill battles like proving worth that’s clear to unengaged leaders can be exhausting. Spend your energy where it is most likely to give back.
Find out who the decision makers are and when the promotion cycles are… often times, it’s more than the CCO in the agency setting because they don’t own the purse strings. Follow the money and build an alliance of influence, so that it’s not just you saying how great you are but others are saying your name in the rooms you’re not in. This can mean volunteering for things outside your daily role to gain exposure to others and build your reputation.
