Comity, just weighs into whether or not US courts will give any weight to a court ruling who does not come from a system which gives equal rights to due process, etc like in our courts.
Maybe they're talking about domesticating it.
You should find a good prices server and they will answer the service question, Also, service has to comply with the rules of the jurisdiction the person your serving resides as well as the jurisdiction of the court your in, A good process server will know the answer. As to Domestication of a Judgment NJ is really straight forward. I have domesticated both NY and federal judgment in Superior Court NJ, the rules are on the NJ courts website.
