My peanut sized brain is never able to figure what ‘on-site’ means in the context of a developer (not PS) working at a product based company. Can someone please explain?

My team has developers in Australia, India, UK, Serbia. Some clients that use our product are not in any of the above places. So, for a developer based out of India, what’s on-site? Just any place outside India is on-site? Does that even make any sense?

Bcoz Indian IT dev assumes on site outside India majorly US, Canada, UK and Australia lives to work. It hardly matter these days if it is a service based company or product based as both struggle to get project one externally and other internally. FIS sends PS thinking that that are hands on and will be able to provide solution on site to client however they miserably fails, they just work as note keepers and send it to dev team. This should change as it does not provide any value to customer

When renting a condo from an owner, I was asked to pay a $150 move-in fee to the building which I thought makes sense, but then I am being told to also pay a $500 non refundable move in fee to the owner but he is not wanting a security deposit. Is this normal? Seems like $500 down the drain but not sure if this is normal
