Really depends how much you're traveling and how far. Air Canada I believe does distance based rewards while WestJet is cost based. If you're traveling between Toronto, Montreal, etc, then you won't do well with the former but will kill it on the latter. This may have a changed though, it's been a while since I have traveled for work
Air canada by far the best in terms of business travel rewards imo. Operationally (e.g., delays) also the worst so take your pick.
Star alliance is also a better membership group to be a part of.
