I have had several rounds of interviews for a role at Visa London office. When I reached out to the HR to check on progress/status after what they called the "final round", they said everything is positive and then set up another round with the hiring manager last week. TBH, that round seemed as if they want to make sure I have understood the job well. And there has been radio silence after that. Any idea how to read this? I have another offer and deliberating if i should just accept that.

I think it's one of many factors. If we get qualified candidates with a solid referral, it definitely helps. But if we get referrals and they really don't have the right background or education, it's not going to move the needle.

I guess the recruiter was impressed with me.
I had 4 years of bedside nursing experience and was looking for a change. A friend who worked home health gave a referral for me at his company. I submitted my application online, was called for an in person interview a few days later and was hired on the spot, had my pick of 2 roles and received a sign on bonus. Easiest hiring process for me with a referral.
I have to say though, a few years later I retired from that job, saw a remote RN paralegal position on LinkedIn the day they posted it. Applied, was called that day, interviewed a few days later on zoom and was hired on the spot. This was the easiest hiring process for me ever. If you have the skills and you’re what they’re looking for it’s relatively smooth sailing.

This looked like how my hiring also went, my friend literally referred me to her team lead who referred me to the company and in no time, I was employed and it was the experience at the job that gave me my next job.
