I'm not exactly sure I understand your question. Many ID firms do ID work for government entities, they just usually still bill and the entities are permissible self-insured.
But you may be talking about working for the City Attorney's office, which is a typical 9-5, still doing a lot of the same tasks, but no billing and no real upward mobility.
Well, then there's your answer: no billables, no real upward mobility, less $, benefits package really depends on the locality. Dead end job, but if youre into being part of the beaurocracy, or are looking for a job to transition to retirement, then sure why not.
