I worked for a similar attorney and he used to pull that with his secretary and paralegal. Instead of giving the work to the paralegal, he would give the work to the secretary and then write it off, or take credit for the work he didn’t do. Our managing partner had several talks with the attorney about how that doesn’t make the firm money.
If I were you, I would not let HR or the Partners know. It will more than likely put a target on your back. You’re better off with talking to the attorney about ways you can increase your billable hours on his cases, and seek out work from other attorneys to supplement your hours if allowed.
Nothing unethical about it if he actually supervises. The reason people do this is because they get punished on realisation.
No, it’s not unethical assuming he reviews the work. He can keep his client’s budgets lower that way and/or bring in more money by charging the same and having someone less expensive do the work.
If you’re having trouble hitting your hours, I suggest you lateral.
Watch out when those billable get cut by the insurance carrier as clerical or reduced to paralegal, as they do not require the legal acumen of a partner to perform
