No. Any agency will pay if they want you bad enough. It’s just that agencies in New York have a lot of options already, so they may not need you badly enough to cough up the cash. Even when they can’t classify it as relo due to red tape they can make it a signing bonus, etc.
I see senior positions across the board and mid-level creative usually getting relo packages on our end.

Pretty true. It’s a mix of the talent pool being so large that they can find the talent there without needing to relocate someone. Relo or a signing bonus is way more likely than getting housing or even being flown out to interview. I’ve had recruiters say that a lot of Midwest agencies or smaller cities are way more likely to give relo because you need more of an incentive to move there rather than big hubs like NYC or LA. Seems like it’s all about supply and demand and avail talent. I’ve heard of some people getting huge signing bonuses and some getting pitiful bonuses that amount to nothing after you hire movers.
