It is possible to switch if she has special skillsets that Canadians & Permanent Residents don't have. While job hunting, she has to be upront with recruiter though and tell them they have to sponsor her work permit to avoid being screwed. Am not familiar with the whole process but an IRCC regulated consultant can help (not the useless call center agents!). No need for a lawyer.
Your new employer would just need to apply for a new work permit on your behalf.

She can look for a job just that the new employer has to apply for a fresh closed work permit, as this process is very time consuming most Canadian employers don’t go down that path but that doesn’t mean it’s impossible. However she needs to be prepared for a very long time and frustrating turn around time as all Canadian visa/WP timelines are haywire these days. Happy to help if you have more questions.
