HCL Technologies offer being delayed and recruiter keeps saying that there's a problem with their "Offer release portal system." I have already stated my issues with relocating until after I have the offer signed and ready. The project is supposed to start on the 19th and I'm supposed to join before, or on that date. It's already coming up soon and I don't have the official offer so that I can confidently start the relocation process. Has anyone else recently dealt with this?

Don't share the complete offer letter. Just give them the screenshot of the salary break-up.
What about Payslips? that also contain the information about company, address and everything right?
I sent them an annexure screenshot. But they are asking for the full offer letter.

Hey, though it's not written in rule somewhere and it is legally not right in other countries, however Indian recruiters will ask you for counter offer ( even Big 4 does ). There is nothing to worry about. The reason they ask it is because they gotta convince the upper management for the package they provide you with your current CTC.
Here's what I always do, and most recruiters are okay with it : Hide all the details of company from that offer letter, company's name, address, founder's signature etc etc.
They just care about the compensation breakdown, that's all.
What if they ask us to share the letter without hiding anything ?
Hmm, honestly, the screenshot should have worked because no one ever asked me to share the complete offer letter. Maybe go on a screen share and show it to them?
In that case, you may want to try the suggestion of Software Engineer 1.
And also is it okay to try for more offers?
I feel like I already got a good offer in-hand and like to join them.
But considering the current scenario I would like to have the 2nd option.

There is something called offer to join ratio. Recruiter will not mind when you reject the offer later. They know the rejection ratio for the company and accordingly have back up. They also release different offer for each person depending on current salary, notice period etc. They are also evaluated based on how much budget they saved by convincing candidate for less salary than the budget. Consultancies also get thier cut based on this and final offer. It's thier job and business so dont worry about it. You have to worry about your career, life and family.
About sharing of offer letter:
You can blur company name and other details like HR head name etc from offer letter.
No, you should share only the salary annexure page. That's it. And make sure you hide the company details.
SAP recruiter asked me for another offer letter I am having. I shared the screenshot of salary but they asked for full offer document. I shared the document masking company details and signature but again they are asking for complete offer document with all details to match my expectations... What shall I do, it's not a good practice to share other companies details.
