IBM ISL work culture and work life balance - Depends on your team and your product. Every team will have a manager in India and an SME/manager based oit of US/EU with whom you'll have to work. While the management in India is generally not so good, if your onsite leadership is good, expect good wlb. Otherwise don't. Also there are many posts in this bowl regarding this. Please scroll down and read them.
Technology - Again depends on your team and your product. IBM sells products from the 1960s till current ones. I cannot predict which product you'll be put in.
Yeah i completely agree with what you said. My team is mostly in NA, so the collaboration and work culture is very good. They respect boundaries and are quite good at what they do
Also does IBM ISL works in shift ? Please let me know.
Is there few projects which works in shifts ?

No shifts officially. If your work is at night or early morning, you need to login from home during those hours, while maintaining your office attendance. Since there is no restriction on how long you need to spend in office, your PeM can allow you to stay for only 1-2 hours in office and do the rest of your work from home.
Tbh, most product companies I know of, work this way only, in India.
New projects that have started in the past 2 years like in Automaton, Data and AI, Security are all using cutting edge technologies. So i will tell you since Rob Thomas has taken over Software BU, a lot has changed. Products starting from idea initiation to execution and release to the market takes less than a year, and things are moving very fast now. Also initiatives like multi cloud have brought these products into other cloud vendors marketplace. So all i can say is, new products releasing every 6 months and a lot of emphasis is being put on embedding AI in every product. IBM software is on the right path now
