I have cleared all rounds of Quantiphi and today is the HR- Salary discussion round

I wanted to understand how much should I ask as a remuneration!

My details:
YOE: 3 years
Role: Senior Data Engineer
CCTC: 9.5 LPA
OFFER IN HAND: 17 LPA

Should I play safe and ask somewhere around 18? Or can I go towards 20 something? If yes, then what should be my arguments backing that up, considering my interview performance was nice and upto the mark and so many negative reviews about the company!

I have got 2 offers -
Emerson export engineering - 15L fixed + 1.6 variable
Wolters Kluwer - 15L fixed + 10% bonus + 1L joining bonus

Which one is better and which should i join. Emerson is calling to office from 1st days and wolters kluwer have agreed for few months of work from home.

Any advice would be appreciated.

HR is not ready to share the exact budget they have (weird!! because HR usually give the idea of how much they can offer )
