Big agencies, like LHH, have submission quotas they need to hit every week. From submissions, to speaking to attorneys, to blind bios. So there will be a push to get you out to certain places you may not have a chance at, but they should always ask for your consent.
Other agencies, think the small ones, don't have metrics like that. So there's a higher chance of straight talk and honesty from the beginning. In other words, strategy from the start as opposed to metric driven.
It’s only worth our time to submit you to firms we think you would have a shot at getting the interview. We only get paid if you start at a new job that we got you. Sometimes we put in a ton of work and make $0. Sometimes we get lucky with minimal work at make $$$. I’ve not heard of legal recruiters having a quota to hit for applicants, and any legal recruiter with a quota should find a better recruiting shop to work at.
That said, “have a shot” for some recruiters means, in their minds, a 50%+ shot and some sketchier recruiters are happy to send anywhere with a 1% shot.
Sometimes I have candidates who are submitting to 5 firms where they have a good shot at the interview, and they ask about submitting to firm 6 which I know they won’t get the interview. In that situation, I often still submit to keep the relationship good with the candidate (and out of the fear they will apply to firm 6 with a different recruiter & get the job)

A good recruiter should be able to tell you if you have a shot with some simple truths. Has the firm hired anyone laterally from your current firm ever, from your law school ever, what are they looking for in candidates, do they have a gpa cutoff for associates, etc.
