How does star alliance work ? If I have air Canada points, can I use them in other airlines like United or Air India ? Do I need to sign up with star alliance separately apart from being members of individual airlines?

Has anyone traveling to Canada recently? I am planning to go for four days and part of the documentation is to use the ArriveCAN app which has you complete a questionnaire. One of the questions on there is whether or not you have a suitable quarantine plan, in the event that border control requires you too. I guess I would just extend my stay at the hotel if required, does anyone know if that's an acceptable answer if asked by border control?
