Hi. So, you have a few obstacles.
From the project management side, it depends on your experience and relevant education (certifications/ schooling) whether you have the leverage to command a higher salary offer (I'm not saying it’s impossible, but competition is pretty fierce in this field, depending on the industry).
The other is your Visa status. Technically, you shouldn’t be working unless you have explicit authorization similar to H-1B or USCIS employment authorization.
Personally, depending on where you reside, this wouldn’t be too bad if you are breaking into project management but expect to be worked like a mule at that pay.
Only you know your situation, but I recommend, if you can, declining this offer and pursuing employment in your expertise as a BA. The current average is between $55k - $85k, which, with your experience, should land you in the middle to upper range.

What kind of living will you have on 55k/year? Ru planning on getting a 2nd job? 1/2 would go to housing and the rest for food and living expenses, if that is even enough and this is for a single person and not a family. There will not be any money left for anything else unless you live with your parents.
How are you working in H4? I will be more concerned about that than what you make.

Which state would you be in? If you’re in rural South Carolina, Mississippi or Arkansas take it.
In this market, I would take it, find a better offer and drop it.

As tough as the market is, it may temp you. Don’t let it temp you for pennies. Know your worth and push harder to find a better position. After you feel the reality of that pay, you will end up leaving and that may burn a bridge in the future if that “Boutique” company grows to a Fortune 500 company. Kindly reject the offer and keep a good relationship with them.
Take the offer and keep looking for better offers.
