Property is basically stagnant where I live. At least it hasn't gone down. I'm happy to hold and wait for things to start growing again, but you never know.

Are you living there as a primary residence, or is this a rental property?
I’d say neighborhoods often take 7 to 10 years to properly “flip”. Unless there was already some momentum in that direction, 3 years is definitely too short of a time period (especially in a notoriously slow transacting period like the last 3 years have been)
3 years seems like not enough time to declare a bust
Hold if the area’s infrastructure or business investment is still developing, it can take years for momentum to show. If taxes and upkeep outweigh potential gain, start planning your exit strategy.
